Here Dr. Roberto Tejada, poet, writer, art historian, and faculty at the University of Houston elaborates on the connection between The City II and the larger narrative of white supremacy evident in the adjoining The City I.

So the second part of the painting that is overlooked might just be described, or verbalize is kinda the junk heap of history. And to me it stands in as both the footnote in a sense to what we are looking at in the scene of the hooded figures. Footnote in the sense that we’re often so overwhelmed by what’s taking place in the present that forget that present has consequences and whether it’s environmental or consumer waste that the excesses of our present days practices leave behind this waste and that there is a kind of relationship between the wasteland that we are seeing as a kind of annex to the main painting as in the ways we see the city which gives name to the painting in the extreme background. So it's a way of accentuating and bringing into full foreground that which we would rather abandon to forgetfulness and there is something obscene about that, right? It is as if that pyramid of detritus and of trash heap is kinda the obscene underbelly that is the motivating force of the hooded figures.

Así que la segunda parte del cuadro que se pasa por alto podría describirse, o podría verbalizarse, como el montón de basura de la historia. 

Y para mí es como una nota a pie de página en el sentido de lo que estamos viendo en la escena de las figuras encapuchadas. Nota a pie de página en el sentido de que a menudo estamos tan abrumados por lo que está sucediendo en el presente que olvidamos que el presente tiene consecuencias y que, ya sea que se trate de desechos ambientales o de consumo que los excesos de las prácticas actuales dejan atrás, existe una especie de relación entre el terreno baldío que estamos viendo como una especie de anexo al cuadro principal y las formas en que vemos la ciudad, que da nombre al cuadro en el fondo extremo. Así que es una manera de acentuar y traer a primer plano lo que preferiríamos abandonar al olvido, y hay algo obsceno en eso. Es como si esa pirámide de detritos y de basura fuera una especie de punto débil obsceno que es la fuerza motivadora de las figuras encapuchadas.
